关于推进农村基层党组织标准化建设的思考

摘要：党的基层组织是确保党的路线方针政策和决策部署贯彻落实的基础，切是农村各项事业的领导核心。为切实提高基层党组织建设的科学化水平,2017年，中共安徽省委组织部印发了《关于推进基层党组织标准化建设的意见》(皖组发[2017)3号)，对于安徽农村地区党组织标准化建设提出了具体的指导意见与考评标准。农村基层党组织标准化建设可以说是基层党组织建设的一大创举。论文着重分析安徽省农村基层党组织标准化建设的重大意义、面临的机遇与挑战，并提出了进一步推进的措施。关键词:基层党建;标准化建设;农村

Abstract:The grass-roots organization of the party is the basis for ensuring the implementation of the party"s line,policy and decisionmaking,and is the core of the leadership of various rural undertakings.In order to improve the scientific level of grass-roots party organization construction,in2017,the CPC Anhui provincial Party Committee Organization Department issued the"on promoting the construction of grass-roots party organization standard opinion"(Anhui Group[2017]No.3),for the construction of Anhui rural area Party organization standardization proposing guidance and evaluation of the specific standard.The standardization construction of the grass-roots party organizations in rural areas can be said to be a major initiative of the construction of grass-roots party organizations. This paper analyzes the significance,opportunities and challenges of the standardization construction of rural grass-roots party organizations in Anhui Province,and puts forward the measures to further promote it.

一、推进农村基层党组织标准化建设的重要意义
基层党组织标准化建设是指党建工作的系统化、制度化、流程化。党建标准化的目的是为了更好的管理党组织的基础资源，提高党的综合素质,提升党的工作能力和战斗力。闵基层党组织标准化建设有其自身重要的意义。
（一）进一步巩固农村基层党建成果的必然之举
1925年6月，韶山党支部成立，这是中国历史上第一个农村党支部。随着中国革命与建设的进程，农村基层党组织不断发展壮大。据中共中央组织部公布2017年中国共产党党内统计公报显示:截止2017年12月31日，中国共产党党员总数为8956.4万名，中国共产党现有基层组织457.2万个。全国8439个城市街道,31726个乡镇、100602个社区（居委会）、547152个建制村已建立党组织，覆盖率均超
